Kevin Moore, 52, was arrested by the Osceola Police Department on Dec. 22, 2024, for contempt of court due to failure to pay fines. The arrest occurred following a traffic stop on North Pearl at the intersection of Jacksonville in Osceola.
Sgt. Terry Treadway took Moore into custody at approximately 4:30 p.m. after discovering an active warrant for failure to pay fines. Moore was subsequently transported to the Osceola Police Department.

On Dec. 22, 2024, the Osceola Police Department responded to a report of a vicious dog at 158 West Circle. Ptl. Equavionce Williams arrived at the scene and spoke with William Allan Thomas, the complainant and resident of the address. Thomas reported that his neighbor's dog had repeatedly escaped and caused disturbances, including tearing up his trash and attempting to bite him.
Thomas recounted that during the incident, he had to defend himself by throwing an object at the dog to escape. The situation escalated when the dog's owner, identified as Amber Hill, confronted Thomas. Thomas also mentioned that the dog had attempted to attack his cat. He expressed frustration over the recurring issue and sought a resolution to prevent future incidents.

On Dec. 22, 2024, Ptl. Murray Stotts conducted a traffic stop on a Nissan Altima traveling on West Semmes Avenue. The vehicle was flagged for having unconfirmed insurance. Upon stopping the car, the officer identified the driver as Davion Harrel, a 26-year-old resident of Jonesboro, Ark.
During the stop, Harrel admitted to not possessing a valid driver's license, stating it had been suspended. A check of his records revealed this was his third offense for driving on a suspended license. Consequently, Ptl. Stotts took Harrel into custody and transported him to the Osceola Police Department, where he was placed in jail.

The Osceola Police Department is investigating a theft reported on Dec. 23, 2024, involving a missing electronics mystery box ordered from the Tic Toc shop. The package, intended as a Christmas gift, was reported stolen from the porch of Amanda Rogers' residence at 406 W. Keiser Ave. The package was marked as delivered on Dec. 22, 2024, at 3:40 p.m., but was not found at the location.

On Dec. 25, 2024, at approximately 11:24 p.m., the Osceola Police Department arrested Omar Ramirez, 23, during a routine traffic stop at the intersection of South Grandview and West Hale in Osceola. Ptl. Alex Draughn identified Ramirez as a back seat passenger and discovered an active warrant for failure to pay fines, leading to his arrest.
Ramirez was taken into custody and transported to the Osceola Police Department. He was charged with contempt of court for failure to pay fines.

On Dec. 27, 2024, Osceola police responded to a shoplifting incident at Dollar General, located at 517 W Keiser. Officers arrived at the scene after receiving a call from the store manager, June McClendon, who reported a suspect leaving the store with stolen merchandise. The suspect, Lesley Dunaway, was observed walking west on West Keiser wearing the stolen item, a pair of pink camo house shoes valued at $13.88.
Cpl. Charles Collard apprehended Dunaway shortly after the incident. Dunaway, 39, expressed agitation and made claims of being harassed by law enforcement. She admitted to stealing the house shoes but insisted she had paid for socks, which were not from Dollar General. Dunaway had left her boots in the store, which were later returned to her upon booking at the Osceola Police Department jail.
Dunaway was charged with theft/shoplifting.

An Osceola man, Steven Meskus, has been arrested following a vehicular incident on Dec. 28, 2024, involving property damage. The incident occurred at the intersection of Jenny Lynn and West Keiser in Osceola.
According to the Osceola Police Department's incident report, Vonnesha Wilson was traveling westbound with her one-year-old child when her vehicle was struck by a black truck driven by Meskus. Wilson reported that Meskus approached her after the collision, exchanged contact information, and then left the scene without providing proof of insurance.
Upon investigation, it was discovered that Meskus was driving with a suspended license and without liability insurance. He faces charges for leaving the scene of an accident involving property damage, driving on a suspended license, and having no liability insurance.

On Dec. 29, 2024, the Osceola Police Department arrested Julia Boyce Griffin for contempt of court due to failure to pay fines. The arrest took place at 10:28 a.m. on North Pearl Street in Osceola. Cpl. Charles Collard, who reported the incident, took Griffin into custody. Griffin, a 40-year-old resident of Osceola, was subsequently placed in jail to post a cash bond.

Osceola police arrested Charles Kenneth Harrell, 51, of Osceola, on Dec. 29, 2024, for contempt of court due to failure to pay fines. Officer Zachary Haymon, who was patrolling the area of Chestnut and Keiser, recognized Harrell and was aware of an active warrant for his arrest. Harrell was taken into custody without incident and transported to the Osceola Police Department.
Upon arrival at the jail, Harrell expressed suicidal intentions, stating he was going to kill himself. Consequently, he was placed on suicide watch to ensure his safety.

On Dec. 29, 2024, Ptl. Charles Lewis of the Osceola Police Department took Alexis Rena Jones into custody following her arrest by Arkansas State Police. Jones, a 19-year-old resident of Osceola, was apprehended at Vineyards in Monette due to an active warrant for failure to appear on a no insurance charge. The warrant, identified as 2024-4610, led to her immediate arrest and subsequent transfer to the Osceola Police Department for booking and processing.

Nicholas Ray Walton, a 33-year-old resident of Lucedale, Miss., was arrested in Osceola, on Dec. 30, 2024, for failing to appear on a violation charge. The arrest was made by Equavionce Williams of the Osceola Police Department at 8:21 a.m. Walton was summoned and cited for the offense.

On Dec. 30, 2024, Javier Villar Saucedo, a 33-year-old resident of Palatka, Fla., was arrested by the Osceola Police Department for multiple offenses, including driving while intoxicated (DWI), open container, no driver's license, and careless and prohibited driving. The arrest took place at approximately 3:52 p.m. after Ptl. Alex Draughn observed Saucedo driving a white GMC Yukon SUV in a reckless manner in the area of West Alicia and Douglas in Osceola.
Ptl. Draughn initiated a traffic stop after witnessing Saucedo's vehicle make a sharp turn with the tailgate open and nearly causing an accident. Upon approaching the vehicle, Draughn noted Saucedo's watery, bloodshot eyes and slurred speech, as well as a full Corona bottle in the center console. Saucedo was subjected to a series of standardized field sobriety tests, which indicated impairment. A subsequent breathalyzer test at the Osceola Police Department recorded a blood alcohol concentration of .121.
Saucedo was taken into custody and charged with DWI 3rd, open container, no driver's license, and careless and prohibited driving.

On Dec. 30, 2024, Osceola police arrested Susan Marbelin Ramirez, a 31-year-old resident of Blytheville, for driving while intoxicated (DWI) and multiple traffic violations. The incident occurred at approximately 10:26 p.m. when Ptl. Murray Stotts observed a vehicle traveling the wrong way on West Keiser Avenue. Ramirez was driving a gray Ford Focus and was stopped after a separate vehicle had to pull to the shoulder to avoid a collision.
Upon stopping the vehicle, Ptl. Stotts noted that Ramirez appeared intoxicated, smiling and swaying as she exited the car. Ramirez admitted to having consumed "poquito" (a little) alcohol and was unable to speak English fluently. She was arrested and charged with DWI, refusal to submit to a chemical test, careless and prohibited driving, driving the wrong way on a one-way roadway, driving without a valid driver's license, failure to present proof of insurance, driving left of center, and failure to maintain control.
Ramirez was taken into custody and transported to the Osceola Police Department, where she refused to take a blood alcohol content (BAC) test. Her vehicle was moved from the middle of the road to the shoulder and subsequently towed by Juney Smith Towing.
